Board of Directors

Mount St. Mary Hospital is governed by a Board of Directors appointed by the Marie Esther Society.


Board Chair; Finance Committee Member
Bill joined the Board in 2015 and has practiced law with the Government of BC since
1987 holding a variety of positions in policy-making, program evaluation, and research and analysis,
and was the Director of Legislation. Prior to his retirement in 2014, he was a senior solicitor at the Ministry of the Attorney General advising the Ministry of Health on a wide variety of issues. Bill is an avid sailor and serves on the Board of the Royal Victoria Yacht Club.

CAROLYN BELL, Honours B.A. Economics & Political Science, M.P.A
Fund Development Committee Chair; Governance Committee Member
Carolyn joined the Board in 2017 and is an Executive Director in the BC Provincial Government leading emerging strategy and program development for the delivery of precision medicine and genomics services in the province.  She has held senior leadership roles including in strategic human resources, IT and project management, analytics and stakeholder relations. She has worked as a parent volunteer over 20 years for multiple youth sporting and extracurricular events and is an avid downhill skier.

Hilary joined the Board in 2017 and was an electronics engineer working on a variety of ocean data applications. She worked in the field of information technology as an oceanographic data analyst and on large-scale systems including the Oracle Database.  Hilary is an avid sailor and Chief Instructor of the University of Victoria Aikido Club.

Russ joined the Board in 2016 and has been Legal Counsel, Civil Policy and Legislation, BC Ministry of Justice since 1998. Following private practice of law, Russ was a Senior Policy and Legislation Analyst with the BC Ministry of Health. He receied his law degree from the University of British Columbia and his degrees in Philosophy from the University of Victoria. In 2010, he received the Ministry of Justice Exemplary Service Award for Public Policy Analysis. Russ and his wife, Colleen, have two children and enjoy hiking and travel.

Board Vice-Chair; Governance Committee Chair; Hospital Ethics Committee Member
Lynn joined the Board in 2014 and is a retired physician.  She has practiced Family Medicine in BC, specialized in Palliative Care, and is certified as a Trainer of Education for Physicians on End-of-Life Care.  She has volunteered in Central America  in Palliative Care Physician Activities. Lynn is an active traveler and cyclist, and volunteers for the Victoria Grandmothers for Africa.


Finance Committee Member
Clyde joined the Board in 2017 and is a native Victorian. He retired from public service in 2013 where he held a number of senior leadership positions in the BC Ministry of Health. Clyde is an avid outdoorsman and he enjoys travelling with his wife.

Theresa joined the Board in 2017 and is a native Victorian. She and her husband owned a Victoria-based life insurance brokerage. Theresa’s expertise includes office administration, human resources, accounting, computer software/hardware/networking functionality, marketing, seminar and event planning, and client relations.  Theresa volunteers at St. Patrick’s Parish on the Finance Committee.


Finance Committee Chair
Phil joined the Board in 2014 and recently retired in 2017 as the Chief Financial Officer for the
Vancouver Island YWCA – YMCA. He is a Financial Accountant and retired Naval Captain
Logistics Officer and he worked with NATO in the Netherlands. Phil received his Master of Public
Administration and Master of Arts, Economics, from Queen’s University, Ontario. Phil is a member
of the Knights of Columbus, and he and his wife Sheila participate in Prison Ministry and serve at
Holy Cross Roman Catholic Parish in Gordon Head.

CEO and Board Secretary
Sara joined Mount St. Mary as CEO in 2009 and has had a varied career in health care including in clinical nursing and leadership roles, and in the international humanitarian sector.  She is a member of the Governing Council of the Catholic Health Alliance of Canada, Chair of the Catholic Health Association of BC, and Chair of the National Board of Directors of the Canadian Red Cross Society.
